Quota per Municipality: A limit of 10 tourist rentals per 100 inhabitants has been set in municipalities with high housing demand. For example, towns like Platja d’Aro (25 per 100 inhabitants) or Calonge (20 per 100) exceed this threshold, meaning many existing permits could gradually be revoked, and no new permits will be granted in these areas until quotas are met.


Limited Duration: Licenses are now valid for 5 years and must be renewed. If the property is not actively rented, the permit may be revoked.


Additional Requirements: Some municipalities may add criteria such as high energy efficiency ratings or zoning restrictions for vacation rentals. These rules vary locally, making the situation complex and evolving.


Freeze on New Licenses: Pending the full implementation of the law (expected in 2024 or 2025), several municipalities have suspended issuing new licenses, especially in areas already saturated with tourist rentals.


These restrictions aim to balance tourism needs (vital for the local economy) with housing availability for residents. However, they also spark debate, with tourism professionals fearing reduced supply and job losses.



How to Obtain a Tourist License

 

To obtain a tourist license on the Costa Brava, follow these steps:


Check Local Conditions: Each municipality (e.g., Lloret de Mar, Tossa de Mar, Calonge) may have specific rules. Contact the local Town Hall (Ajuntament) to confirm requirements and whether new licenses are still being issued.


Prepare the Required Documents:


Habitability Certificate (Cèdula d’Habitabilitat): Confirms the property is habitable and states its maximum capacity.


Proof of Ownership: Title deed or management contract if you are not the direct owner.


Compliance with Standards: Ensure the property meets hygiene and safety regulations (e.g., smoke detectors, fire extinguishers).
